Eastern Creek, Bungarribee and Light Horse Interchange are in the Blacktown LGA; Horsley Park, Horsley West and Wallgrove Road are in the Fairfield LGA, with Elizabeth Drive,Fifteenth Avenue and Bringelly Road in the Liverpool LGA.
The Eastern Creek and Horsley Park hubs are at an advanced stage of planning, with the remaining seven sites established between 2103 and 2020, the document said.
The hubs number four more than that proposed by Regional Development Australia-Sydney to provide a more even spread of business and technological parks across the metropolitan area, in the report, Employment lands policy position, June 2012

“Business and technological parks are essential to the future of Greater Western Sydney for not only their employment potential but for the fact that they will drive investment growth much in the same manner as they have done for Sydney’s northern and north western suburbs,” the report said.
The parklands draft plan said the $2.2 billion revenue generated from the business hubs over 20-year leases would enable the trust to fund key improvements to picnic and playgrounds, cycling and walking track networks and sporting facilities, as well as restore and expand natural habitat throughout the parklands.
“The business hub sites are compelling choices with low ecological value, close proximity to major road infrastructure (M7 and M4 motorways, Great Western Highway and arterial roads) compatible land uses and with capacity to provide opportunities for local jobs and well located business environments,” the draft plan said
The Western Sydney Parklands Trust is working to partner with tourism and recreational operators to provide a diversity of high of high quality recreational activities across the Parklands to meet the needs of the growing regional population.
